Political knowledge about electoral rules: Comparing mixed member proportional systems in Germany and New Zealand
نویسنده
چکیده
Mixed Member Proportional (MMP) electoral systems are considered by some to be ‘‘the best of both worlds’’ because they combine single member district representation with proportional outcomes. Critics, however, maintain that such systems cause voter confusion leading some voters to cast misinformed votes. Survey data from Germany and New Zealand are used to investigate voter’s political knowledge of the electoral system and their voting behavior. The findings suggest that knowledge about the electoral system is similar in New Zealand and in Germany. Although some may very well find the system complex, there is no evidence to suggest that a lack of knowledge about the electoral system influences voting behavior. The results undermine the claims made by skeptics who fear that misunderstanding threatens the legitimacy of electoral outcomes. 2005 Elsevier Ltd. All rights reserved.

Electoral Strategies in Mixed Systems of Representation
The dispute over the conflicting merits of proportional representation (PR) and plurality (PL) electoral systems is mainly a debate over which element, representation or stability, should be emphasized. Advocates of PR do not accept policies as democratically valid if they are made on an inadequate representational base. On the other hand, advocates of PL argue that representation is meaningles...
متن کاملMixed electoral systems and electoral system effects: controlled comparison and cross- national analysis
Utilizing data from 15 countries that employ mixed electoral systems, we provide a crossnational analysis of the defining elements and potentially constraining effects of such systems. Using district level election results, we examine the effects of the proportional representation (PR) and single-member district (SMD) tiers of mixed systems separately and in combination. We also test the effect...
متن کاملStrategic Ticket Splitting and the Personal Vote in MixedMember Electoral Systems
This article examines ticket splitting in five different mixed-member electoral systems—Germany, New Zealand, Japan, Lithuania, and Russia—and indicates the shortcomings inherent in any analysis of such ticket splitting that does not take into account the presence of the personal vote. We find that the personal vote plays a central part in shaping ticket splitting in all of our cases except for...
متن کاملHow proportional are mixed compensatory electoral systems? Determining the necessary share of compensation mandates in mixed systems
Mixed compensatory systems (some call them “mixed-member proportional systems”), are praised for combining "the best of both worlds.” Yet, we know fairly little about their outcomes in practice. We still lack a genuine model that explains how many compensation seats are needed for the outcome to be proportional. Without this knowledge we will neither be able to estimate how many parties we expe...
متن کاملOn the Origins of Electoral Systems and Political Parties
The old, understudied electoral system composed of multi-member districts, open ballot and plurality rule is presented as the most remote scene of the origin of both political parties and new electoral systems. A survey of the uses of this set of electoral rules in different parts of the world during remote and recent periods shows its wide spread. A model of voting by this electoral system dem...
